Gathering Storm skill does not build combo

Gathering Storm is tagged as a strike skill, so it should be capable of building combo, but it doesn't. Even with the buffs this skill got, losing access to Tempest Bell is too big of a downside.

It even got access to the support gem to build combo faster but it do not do anything if you try it

+1 Also, I assume the "Strike" tag on the Gathering Storm is supposed to be indicative of moves that can build combo.
