Could the Skill Panel Be Accessible Outside of Gem Infusion?

Hello,
Would it be possible to make the skill panel (the one you see when infusing a skill gem with a new skill or upgrading an existing one) accessible at any time? It would be really helpful to browse through available skills without needing a skill gem. Having to rely on a gem just to look at the options feels a bit inconvenient.

Maybe some button on G - skill panel, that would open skill list?

The "Gemcutting" panel has a similar issue. It would be great if it could also be accessed without requiring a specific gem.
