Hand of Chayula - Not applying second mark while first is on cooldown

The bug:
If you have a mark with a long cooldown (like sniper's mark) along with another mark (e.g. voltaic mark) and you socket them both in Hand of Chayula, with sniper's mark first in the queue, you would expect sniper's mark to apply when it wasn't on cooldown and voltaic to apply when sniper's mark was on cooldown (prioritising first available mark and falling back to the second when it's not available).

Instead, any secondary mark will not apply, even when sniper's mark is on cooldown (if it is first in the queue).

Now, if I socket another mark independently I can apply sniper's mark through Hand of Chayula then self cast that second mark and that works without issue, demonstrating that this should be possible (i.e. the cooldowns of marks aren't shared).

A quick thought: Perhaps it would be more intuitive if Hand of Chayula tried to apply both marks, and (as usual with PoE) applied the first socketed mark first and then the second, meaning the second overwrites the first. This would reverse the priority order but it would be more consistent.

To recreate:
Equip Hand of Chayula, put Sniper's Mark in the first socket and any other mark in the second, then go punch stuff.
