Confusion Regarding Second Weapon Set and Skills

I'm playing as a monk, and want to use Ice skills for crowd control, but lightning skills for boss damage. I have two quarter staffs that I want to use, one for each skill set. My issue is that each quarter staff comes with a basic attack skill that has to be placed in the skills hotbar. If I don't have a hot key for the basic attack for the second quarter staff, then when I try to use a basic attack it switches back to my first quarter staff, then performs the attack. I tried to set up the alternate hotbar, but that is only for the bound skills 4 through 8, and you can't change the bind for the first skill because it is locked in the options menu. Some people in game where telling me that you can change the "auto attack keybind" so that it switches with the weapon you are using, but I couldn't figure out what they were talking about. If anyone has any advice/tips for helping me, I would appreciate it.

Set the specific skills/gems to use either weapon set I or II (or both). Bring up the skill menu and click the arrow thingie on the right next to a given skill. There are some options at the bottom of the popout page. It's the same place where you activate your spirit auras.
