POE 2: Using Support gems through War Banner tab consumes gem with no Support Gem

With the Persistent skill War Banner equipped and active, using a support gem to socket Persistence, I select engrave and the gem is consumed but leaves me with no Support Gem in a socket, inventory, or chest.
