Using the bump button on threads

Some of my threads have bump buttons, some do not. When I hover over the B icon on the ones that do, it shows the URL as https://www.pathofexile.com/forum/view-thread/THREADNUMBERHERE#history=1
I tried changing the thread number to proc the bump on threads that don't have a button, not sure if this works or not. Can someone elaborate on the bump button and why some threads have it some dont? EDIT - As I am typing this, the button shows. Does anyone know what the timer is for this?
