(Scepter Skill Bug) The Dark Defiler Rattling Scepter Bug (Uber)

I am a summoner build and i have the item listed in the title equipped in my left hand i have no 2nd weapon set. I cannot bind the skeletal warrior minion skill I'm getting from the weapon. I am not using a gem just the weapons skill gem it provides. I cannot figure out how to summon the skeletal warriors. I cannot allocate spirit towards them either. is this bugged?

I think I figured out the issue.

Due to the increase in arsonist cost, I think behind the scenes there's something like having negative spirit going on but still having successfully allocated X number of arsonists pre-patch. I got a spirit chest, zeroed out all of my mininions/auras and then re-distributed my points and my skeletal warriors from the scepter came back.
