skill gem selection narrator's voice too damn loud

The narrator that tells you what a skill does when you're using an uncut skill gem is way too loud. The only way to reduce his voice is to reduce dialogue volume, which makes everybody else's voice in game a mosquito, or to reduce my speaker's volume. His voice booms out of nowhere like a bomb went off while I'm casually playing. I know you can mute his voice with triangle, but I actually want to listen to what he says

There should obviously be an option for permanent mute. Honestly
