[POE 2] Ice Shot cannot cause freeze buildup

Not sure if this is a bug but if it isn't, then I'm not sure what the purpose of this skill is.

POE 2. I just ran across the same thing this morning 12/14/2024 @ 8am PST with Ice Strike. No freeze or chill applying to target.

Can a dev acknowledge this?
Lv31 and my build is over before it started. Skill description says it converts phys to cold, and cold says it builds up chill. Skill also has +50% magnitude of chill. Hello? |
