[Monk] Charged Staff and max power charges with "One with the Storm"

I don't know if it's a bug or an intended interaction but :
- Have below max power charges (let say 4 out of 5 max)
- Have "One with the storm" passive ("count as consuming an additional power charge)
- Activate "charged staff"

Result : Your "charged staff" correctly has 5 stacks

now:
- Have max power charges (let say 5 out of 5 max)
- Have "One with the storm" passive ("count as consuming an additional power charge)
- Activate "charged staff"

Result : Your "charged staff" still has only 5 stacks where I would expect it to have 6 ?

Seems the interaction between the 2 doesn't allow to bypass the max power charge but it seems weird considering the "One with the storm" description.

I noticed this too. Upon reading the Charged Staff description, it seems charged staff will only go up to your max power charges, even if it consumes more (One with the storm). So effectively it just means you can get to max charged staff with one less power charge, rather than going over your max.
