Does Doryani not sell at higher tier maps?

I am at the point where I need to clear red maps in order to continue getting Atlas Skill Points, but Doryani only sells white maps. Is this a bug? Most of the time he sells tier 1-2 maps and I've seen maybe one tier 5 map. I would like to know if this is intended, at least. I think Doryani should sell red maps 1 exalted orb each.
