Fix Gear and give free respecs

1.) Scepters are used by magic INT builds. Should not require STR to get a higher leveled scepter

2.) Gear drops still not the greatest. Why are people still have gear from Act 1 in Act 3. Gear should level up more based on your level and drop more frequently

3.) Free Respecs. Since the game is in EA and skills are being nerfed at least have Free Respecs when these nerfs happen
