Why Is Aiming A Bow So Awful In This Game?

I've played many games like this, where you free aim attacks to hit ranged targets, as opposed to TAB-targeting. But these games, the ranged attacks track your mouse pointer, so they hit the target you are aiming for. In this game, the arrows do not fly to where my mouse cursor is. Why??

I position my mouse cursor over a target, and the path of the arrow is about four feet above the cursor. Why doesn't the arrow track to the tip of my cursor? I'd even settle for it to track close to the cursor.

This is so aggravating. I waste so many shots where the arrow flies between targets, or above targets. I've resorted to using "Kentucky windage." I fire my first arrow, see where it goes and then move the mouse cursor to try and get successive arrow to hit the target. Is this the goofy way they want this game to work, using Kentucky Windage to eventually hit what we are aiming at????

Is there some setting in the game that I'm missing, to allow my arrows to track with the mouse cursor?

Here's a link to what I'm talking about. Notice how the arrows are always way above the mouse cursor. This makes it difficult to hit target, especially when you fire up, down left or right. The arrows are always way off center.

Why does the arrow track the cursor when firing straight up, but drifts off dramatically when aiming left or right?
