One size does not fit all for Cast on * support gems

Cast on Freeze happens far last often than ignite or crit. The current fix is not appropriate IMO and should be balanced around frequency of the trigger rather than this wholesale approach.

The fix was overly punitive to freeze in particular as ignites and critical build the pool far faster than other mechanisms.
