Why make and tease a Cast on Crit ascendancy if you are going to make it unusable?

I got goaded into playing Invoker because the Cast on Crit teasers. I fully invested into it and was having fun. It wasn't broken. It had decent clear, but Heralds were still better. Plus, you had to invest A LOT in to it. I have max Spirit rolls on my gear for it to work.

Now, it's just completely useless. A staple playstyle of Path of Exile around which they designed an ascendancy just does not do anything now. It takes a few packs to proc it even once even with ALL of the energy nodes and the energy ascendancy, which just does not warrant the investment.

Completely boggles my mind.
