monk meta energy skill

Hello guys, so my build is not built around meta energy gain, but i just took the monk ascendancy for it cos elemetal expression sucks. but i'm not sure its actrually doing anything? on bosses with 0 passives it already built up fast and alot of mobs don't actually give energy. also it doesn;t show on tooltip.

are we borked and we have 2 bad ascendancy skills? hopefully someone can clarify.

fwiw i'm attack absed lightning monk with a cast on shock nad cold spell to help proc chill for extra damage
