I respeced and it didn't work

I just spend most of my money(80k out of 100k) to respec from lightning to cold. It didn't work though. Now I neither deal damage, nor can I respec again(80k out of 20k).

It took me 65 levels to farm these 100k gold. All in all a total of three days or something.

I feel stuck.
