Beginning of Act 3 stash not working right

As soon as you get off of the Caravan in Act 3 the Stash there does not work right.
The Quick Move/Stash when you hit the Triangle button does not work. Instead when you hit Triangle it drops the loot on the ground. It does not matter if your cursor is in the stash or on in your inventory screen the Triangle button only DROPS the loot.

I doubled checked to make sure I has the Stash open. (it works fine all through Act 1 and Act 2)
