Getting more support slots on skills provided by staff

I am using a gelid staff, and would like to add more support to the freezing shards skill it provides, but a lesser jeweler's orb doesn't seem to work. Is there any other way I can add more support slots to this weapon skill?

Higher level version of the weapon seems to give more. I think I saw a weapon with a skill level 14 have another slot.(at work, can't confirm)
