From which weapon does the Monk Tempest bell calculate the damage?

For skills like the mercenaries grenades, it seems pretty obvious, but with the bell I am not sure, does the Bells Shockwave damage scale based on the Staff used to cast it, or the weapon/Skill used to hit it?
