bugged in legacy of the Vaal questline

Try reloading the area. The first time I tried doing Matalan Waterways, I was blocked by the terrain from activating the last canal lever. When I reloaded and re-entered Matalan Waterways, it was a completely different (and much larger) map that let me progress through naturally. A very bizarre bug.
