Order of applying Fire Penetration, Flammability and Fire Exposure
I really wonder what goes first, because it matters a lot. If Flammability or Fire Exposure goes first, then it doesnt make sense to use a lot of Fire Penetration along with it, because you can't have penetration make the fire resistance negative. However, if Fire Penetration goes first, its a very good combo to use, because Penetration applies, say, -50%, then Flammability applies -34% and Fire Exposure another -26%. Please let me know, its crucial.

I think it is very likely that the reductions are considered first (making much penetration likely useless in most cases). My logic is that the curse and exposure are debuffs on the enemy (changes their stats), but penetration is something that isn't checked until the skill hits them, ignoring some amount of the stat.
I'm fairly certain that's how it worked in PoE 1, but since penetration could go into negative numbers, it still worked as a multiplier. Having pen stop at 0 is a really weird change, IMO, because it means that it is the absolute best way to scale your damage right up until it suddenly does literally nothing, and there is no indication, in game, when you have crossed that line, lol. All that said, take everything I say with a grain of salt, because I haven't actually tested it yet myself, so I'm still just guessing. |

" From my own testing it works like you suggest, with penetration going last no matter what. I also agree its a weird change to be unable to go into negatives and I hope its something they change. |
