May I ask if Xbox players can apply for a Steam experience permission!

Hello, I am an Xbox player and I have purchased the Path of Exile 2 experience qualification for the Xbox platform. Can I apply for a Steam experience qualification?My friend gave me a Steam key, but it reminded me that I am not eligible to experience the Steam platform!
