Does any one know "Resistance Penetration" can or can't penetration to negative number?

Is that mean you can't penetration to negative number?

This would make it almost useless if we run curse + reliable exposure source. It would only affect mobs with 64%+ for the specified resist (-44% from curse, -20% from exposure).

Is it confirmed that it does not affect mobs with negative resists?
