Combat frenzy with Resonance Shock issue to gen Power Charges

I recently was trying to generate charges with this combo from the skill tree and with the aura and I soon found out that none of my shocks were generating any power charges with all my electric melee skills that i have shock build up and i see my skills shocking in game.
