Why you can't get 4th ascendancy?

Is it bugged or just disabled? Why there's no official state? i did sekhema last boss and 10 level ultimatum and shrine is inactive.

I just did a 7 trial ulti for my 3rd ascendancy and I didnt get the font? Lol. THis game man

You need an Ultimatum with at least 9 or Sanctum with 3 floors to get the 3rd ascension
