Mana Recovery per second calculation?

On my Sorc Character Info, it says:

- Mana -
Mana 547
Total Mana Recovery per second 28.2
Mana Recovery per second from Regeneration 28.2
----

And then on the passives tree, the node "Open Mind" that sits right above the starting location for Sorcs, gives "25% increased Mana Regeneration Rate", and holding down the Shift key tells me:

- Open Mind -
Recovery per second 1,430 > 1,740
Mana Recovery per second from Regeneration 1,430 > 1,740
----

I'm not sure how these two sets of numbers relate to each other. So I'm seeking enlightenment here.
