Act Resistance Drops should not be retroactive.

Currently resistances seem to drop when you enter each new act, but what shocked me is that they apply even when you go back to a previous act, punishing the player by making previous acts harder by surprise.

I feel like this was a simple oversight and probably ought to change going forwards, it's already fairly hard to get resists in PoE2 as it is.
