Question about uncut skill gem

Hello, I’m currently in Act 3 and realized I need a skill for the secondary weapon specifically at level 7. I went back to Act 2 to try farming an uncut skill gem level 7, but when I went to The Halani Gates area (monster level 20), I found a level 6 gem. The next zone (aside from the trial) is Keth (monster level 25), and there, it dropped level 8 gems. Does anyone know in which zone I can find an uncut skill gem at level 7?

Another question: is it possible to downgrade an uncut skill gem to a lower level?

I don't think downgrading is possible, and I think you need to backpaddle to wherever they drop..

I am curious as to were level7 drops too for leap slam.
