Meta Skill not triggering porperly?

Following scenario:
I use cast on freeze with cold snap inside.
In the stats it says

"

Maximum Energy 41
Energy gained on Freeze 100
Energy gain modifier 16%

So does it mean on freeze I gain 16 oder 116 energy? I'm looking at the energy build up in the top left corner and it just stays at 0% most of the time. Cold snap is triggered irregulary. I was expecting for it to be triggerd 100% of time.

Is this a bug or am I misreading this?

Just in case someone else is wonderung about the same:
Every successful trigger will only execute the assigned spell once. Which means in my case if multiple enemies are freezed only one of them will get Cold Snap. This results in freezed enemies standing around looking like the meta skill is not working.
