Question regarding resistance pen

Hey,
So got this support gem - Lightning penetration, was wondering how exactly does it work.
For example, if i put it on the stormcaller arrow-
The arrow first hits the enemy, then beams it.
Does the lightning pen occurs on both instances? Does it happen for the whole skill or just the initial hit?

Kinda hard to test.
