Polcirkeln Sapphire Ring Bugged

Polcirkeln Sapphire Ring does not allow use of shattering skills on chilled targets as the ring describes. Tested this on sorc with all my cold spells.

I believe cold spells are not damage over time and are considered "hits" so it should work.

I am able to replicate the bug on a Deadeye using the Lightning Arrow Skill, Lightning Rod, Rain of Arrows.

All of the above skills have cold damage associated to them, all of them build shill, but when an enemey dies while effected they do not "Shatter as though frozen". The corpses are still present and it does not proc Herald Of Ice.

Also have been messing around with this ring. It does not appear to work at all.
Tried it with various combinations of bow and crossbow skills applying chill as well as, most importantly, Herald of Ice.

Not noticing any difference with this ring equipped as Ice Strike/Herald of Ice Invoker.

i have the same issue. maybe i am missunderstanding it though. should i be able to cast "cold snap" on chilled targets?`
because that is not working

i can confirm ; the ring polcirklen does not work on my frost sorc ; cold snap is doing nothing to chilled enemies. This is really bad as i payed a fortune for this ring. Please fix ASAP. Thanks

It means that enemies can shatter on dead if only chilled the same way they do when frozen. It does not enable skill use like cold snap on chilled targets.
