Performance Issues

Is anyone else getting performance issues, I should be at least getting consistent 60 fps or more but I keep dropping to 40-50 fps with lows of 30? At first I assumed it was VRAM usage but my usage is only around 4.1gb on average.

My specs:
Intel i7-12700k
RTX 4070 super 12gb VRAM
32GB of DDR5 RAM - 5200 mhz clock speed
2TB Samsung 980 EVO NVMe
