How to list item as 0.5 exalt?

New to POE and new player.

Someone listed something and I traded 1 exalt for it because I don't know what a 0.5 exalt is.

Two Questions:
1. Is there ever such a thing as 0.5 exalts? If so how to trade that.
2. How to list items for a price like that?
