unable to activate Cast on Ignite

Cast on ignite saying not enough spirit when attempting to activate with more than the 60 spirit it requires to activate

Same problem. When slotting the skill gem and activating (with and without a slotted 'spell', Spirit does not reduce from total of 96. Icon shades dark. Then when hovering icon with mouse, says "Disabled: not enough Spirit" - even though it costs 60 Spirit and I have 96. Also tried "Elemental Invocation" which is also broken. This skill will only show charges with "Solar Orb" but will not show charges slotting "Flame Wall" or "Spark". I've already burned 3 Spirit Skill Gems trying to find a way around this bug.
