Studder lag? game keeps spamming "game paused"

am i posting this at the correct section or do we make support tickets somewhere else (For poe2 specificly).
i didnt have any issues during launch day or the day after. Now up on lauching the ghame i set the graphic setting to dlss or w/e its called. since my rtx 460 laptop should be able to suport it. in town i was barely able to do anything. press and held the official xbox controller (new aswell as the laptopt -ish).
then a few seconds later the game responded with rubber banding looking baheavior and sped up animations.
i reset graphics to default. still hade the issue outside of town, where it kept giving me "game paused" message bottom mid screen, unable to do anything for a short delay.
it seemd to be affected by spell anymations.
Removing the single mtx that workd (i also wasnt playing with any mtx in poe2 prior today) with the twitch drop halo. and also seem to get worse wityh spellcaster attacking me.

the issue is making the game unplayabke atm. pls let me know if i should make further contact somewhere else. or if it will just take time for any sort of response wether it be a solution or not.
