Mana leech not working (HELP)

Ive taken the ascendancy nodes :
mana leech is instant
you cannot recharge ES; mana leech effects also recover ES


70% increased mana leeched from passive skill tree
weapon a rune socketed with 2% of leech as mana

from my understanding only Attack skills can leech mana
i am using Attack skills and I am seeing 0 mana leech

if this is not a bug, please tell me where i am going wrong

All leech sources in the game are not working atm...
