It just seems like no one responds when I copy and paste the whisper request in game.

I'm not sure but I think there's not sound notification when you whisper someone in POE 2 (unlike POE 1). Or at least it's not enable by default.
That's why most of players are just not responding... |

can't hear the Notification. I just missed 2 request. I have turned all vol down to 10% on everything except chat nots and it still drowned out.

PoE2 also requires you to pay a lot more attention to what you're doing so it's easier to miss messages.
