Confusion about weapon swap points

I am confused on how to use these 2 weapon swap points I got.
I'm only using 1 weapon. I get these 2 points but the game doesn't explain the weapon swap tech when giving them to you.

Are these just 2 points that I can freely put, or are they best saved and used when I decide that I want to use two different type of weapons?

What am I missing that is making this so confusing.
