Rathbreaker isnt responding, no damage taken

If you kite Ruthbreaker where he charges forwards to below the cliff, and he returns up the cliff he won't respond to attack afterwards. He doesn't attack you and won't take damage.

Exact steps I took:
Kill the 2 guards from lowground with minions, stand at bottom of cliff letting the minions kill the guards.
Aggro Rathbreaker and run away from him below the cliff
Kill the adds below the cliff
Wait for Rathbreaker to charge and walk away
He will return up the cliff
After that he just stands still

Exactly the same thing happened to me, except that I didn't do any of that... I just ran straight at him, and the guy was simply chilling at the edge of the cliff and neither took damage nor dealt any out.
