Mercenary - War banner not working with crossbows

It states that it works with attack skills, but I don't generate any valour when killing enemies with skills like:
Armour Piercing Rounds Any grenades Basic bolts Since it states that any attack skill should work with it and i got it as a recommended skill i guess that it does not work as intended I can activate it but it doesn't work, neither i can put it on the skillbar... Same issue here. I see some people saying it has to be on the skill bar to work, but there's no way to do it that I have found. I hate that I wasted my persistent buff gem on this I should have got herald of fire.
