Just had this as well. 0 monsters remaining on a T13 Riverside.
Contrary to the above, connected locations which have not been completed cannot be accessed, and when clicking on the map node, it says "map in progress" but allows me to put in a waystone.  Bug Report ID: #2109263452 |

Same for me. Had Delirium, Breach and Expedition encounters on the map.

Encountered the same problem as well. Also couldn't open maps in connected areas and the "Cataclysm's Wake" quest did not progress.
