Support gems not able to be transferred between skills easily

I'm not sure what the deal is but when I have the partial inventory menu open showing gems, I try taking a gem out of ex: earthquake and moving it down into rolling slam (both able to use the gem) and it will not allow it UNLESS, i tab over L1 & back R1. Then I can, but I have to everytime. Is this intentional?
