Newly created party does not have Item Allocation set correctly

In my options I have Default Item Allocation set to Permanent Allocation, however as soon as I invite a (greedy) friend to my party it is set always to Short Allocation instead, making an annoying trip to the party leader settings panel a requirement once I realise my buddy is hovering up everything he sees.

Can we just ensure parties use the default please?
