Ping-Spikes in PoE 1 and 2

For some reason, i keep getting ping-spikes. They vary from 200ms to up to 14000ms (normally around 20ms). At the beginning it was once every few hours when it spiked for like 20min but now it is permanently spiking. I currently live in a dorm so maybe that's part of the problem. Since no other game has any issues like that I was wondering what could be the reason for that.

I already tried:

- switching to different server-locations
- changing in-game settings
- restarting router and replugging all cables

I've tried the following:
- limit the CPU for PoE 2 using BES (I've seen less crashes)
- Disabled game setting in Windows settings
- Disabled Nvidia overlay
- Set game to Fullscreen

Some think its AMD process on Win 11 24H2. It probably is only due to Win 11 24H2 because Microsoft acknowledged an issue with Ubisoft games causing computer crashes, which they've stopped offering the update if it detects you have them installed. Some people said they've downgraded by to 23H2, and it helped but, like you I can't downgrade unless I reinstall Win 11.

Now I'm going to try this suggestion, which was suggested for lagging.

Above fix did not work. Immediately after I made this change, I crashed.

Edit: What I've now tried, was following the above steps on setting the affinity but I unchecked CPU0 and CPU1, which has to be done each time you run the game. Plus, I limited the CPU to 95 percent using BES. This seemed to have helped the most, I haven't had a freeze in a while.
