Stuck in Act one, zone cleared, check points stay Locked

I have been trying to get out of the starting area since launch.
I have cleared all drowned but still wont allow me to get thru into the
Miller boss fight. I have tried relogging, new chars..but still stuck.
Any help would be appreciated.
