Permanently down 2 skill points? (quest turn in bug)

first off, sorry i dont remember the name of the quest but it was in act 2, and i was about level 23 ish?

turned in the quest to the lady(?) next to the bank chest
had a "2 passive skill point book" in my inventory, talked to her to finish the quest and it was removed from my inventory and was given a lvl 1 support gem.

told my friend i was coop-ing with about what just happened and he used his book and then turned in the quest and then got the support gem and also the two passive skill tree points from using the book.


so yeah now im permanently down 2 passive skill points?
