Minion Skill from off-hand Sceptre won't summon

I have acquired a sceptre with Grants Skill: Level 10 Skeletal Warrior Minion. However, while the skill is correctly added to my skill book, its not summoning like all my sceptres do. I have tested and this is the only sceptre that's behaving this way so far. Please help.

Happened to me too on the item level 42 Rattling Sceptre for the level 11 Skeletal Warrior Minion skill. Weapon and skill is equipped (even with support gems) but the minions don't summon.
I seems to have only started bugging out after I moved to Cruel difficulty. Worked fine for the Doryani fight. |

Fixed mine by resetting all the minion spirit to 0 then the weapon passive minions came back.
