Traditions's Toll Act 5 Quest -- Unable to use Skillbook

Quest related to finding the body from the abandoned Rhoa.

Acquired letter and came back to town
Spoke to Asala and she stated to give the letter to someone else in town.
Delivered letter to Shambrin, she provided a skill book.
When right clicking skill book receive the error "Failed to use Item: The operation could not be completed."

Would love a fix for it. tried relogging, closing game, ect. still does not work.

Moving to a separate instance and then right clicking the book allowed it to work, but not in town.
