Does the energizing bolt flask effect work?

I got the twitch drop, equipped it, but when I use my health or mana flask nothing happens. Do I need a special flask type for this effect to work?

I am new to POE so thought maybe it was just a mistake on my part, but I also cannot figure out how to make this Energising Bolt Flask visual trigger even after equipping it.

Same issue here. I have yet to test if it's working in poe1. Must be bugged.
